If you see no objection, I should be very much obliged if you would write to Mr. Wiltshire on the lines of the attached draft for advice on the question raised in Sir Mark Young's telegram of the 28th November (1). For the reasons given in my minute of the 13th February, I do not think that we should telegraph to the Governor for further information before approaching the Ministry of Town and Country Planning.

As regards the suggestion in the Hong Kong telegram that Sir Patrick Abercrombie might undertake the task and Mr. Edmonds' note to the effect that the Secretary of State would be against paying a high fee for Sir Patrick Abercrombie, I noticed a report in the Press yesterday to the effect that Sir Patrick Abercrombie had left this country for Cyprus to advise on development. When the letter has gone off, the file should be recirculated to look up the Cyprus papers relating to Sir Patrick Abercrombie's visit to that Colony. A short note of the arrangements including the terms should be made and attached to this file, with the reference number to the Cyprus file, so that this information will be available when we have Mr. Wiltshire's reply to the letter.
